The developer, Curb. <\/p>\n<p>Inc., held the groundbreaking to discuss the master plan for the project.<\/p>\n<p>    &#8221;This is going to be a community, <i>not just another <\/p>\n<p>subdivision<\/i>,&#8221; said Stan Strickman, president of Curb Inc.<\/p>\n<p>    The development will include <b>3,500 houses<\/b> and townhouses, <\/p>\n<p>commercial areas, trails and a sewage treatment plant. &#8230;<\/p>\n<p>Rio Rancho Mayor Jim Owen said Cabezon&#8217;s development is part of the <\/p>\n<p>city&#8217;s goal of consolidating antiquated properties for development.
