Instead, <span style=\"color: red; size: 120%\">authorized accounts came out slowly \u2013 and <em>often still wrong<\/em><\/span>.<\/p>\n<p>The result: a week of shifting blame, belatedly acknowledged beer consumption (not \u201czero\u201d drinking after all) and evolving discrepancies in how the shooting happened, its aftermath and the way it was told to the nation.<\/p>\n<p>\u201cThere&#8217;s a reason they call this crisis management,\u201d said corporate damage-control specialist Eric Dezenhall, \u201cand that&#8217;s because it&#8217;s a mess.\u201d  &#8230;<\/p>\n<p>Although there is no evidence that beer impaired Cheney&#8217;s judgment, initial denials that he had consumed alcohol were wrong.<\/p>\n<p><span style=\"color: red; size: 120%\">&#8220;No one was drinking,&#8221;<\/span> Armstrong said at the outset. &#8220;No, zero, zippo.&#8221; She said the hunters washed down lunch with Dr Pepper. Later, she qualified her comments and said beer might have been in the cooler but she did not think anyone drank any. &#8230;<\/p>\n<p>Cheney acknowledged Wednesday, <span style=\"color: red; size: 120%\">\u201cI had a beer at lunch\u201d<\/span> several hours before the group&#8217;s afternoon hunt, asserting \u201cnobody was under the influence.\u201d &#8230;<\/p>\n<p>\u201cIf I recall,\u201d Bush spokesman Scott McClellan said of Armstrong, \u201cshe pointed out that the protocol was not followed by Mr. Whittington, when it came to notifying the others that he was there.\u201d<\/p>\n<p>The about-face came Wednesday when Cheney made his first public comment on the accident.<\/p>\n<p>\u201cIt was not Harry&#8217;s fault,\u201d he said. \u201cYou can&#8217;t blame anybody else.
